Additional measures to facilitate work at special apartments with representatives of fraternal parties from non-socialist countries

1.To the Administrative Department of the CPSU Central Committee:

furnish and equip on the basis of existing instructions of the Administrative Department 12 apartments exclusively for the conduct of special training with foreign party workers and five apartments for the reception of the leaders of illegal parties, and provide for their regular decoration;

ensure that domestic video equipment (television and PAL-SECAM video-player) and radio receivers with a wide range of shortwave are installed. […]

1. Photocopying or making notes from minutes of the Secretariat of the CPSU Central Committee, also making any reference to them in oral or written form, in the open press or other publicly accessible documents is categorically forbidden. Additional measures to facilitate work at special apartments with representatives of fraternal parties from non-socialist countries

The leadership of a number of fraternal parties in non-socialist countries appeal each year to the Central Committee with requests that their activists be received for special training. Over the past ten years more than 500 party workers have been trained for 40 communist and workers parties abroad (including members of their Politburos and the Central Committees). In accordance with the instructions of the Central Committee they have been received and looked after by the International Department and the Estate Management of the Central Committee, while their training has been entrusted to the USSR Committee for State Security.

The special preparation of party workers from abroad, and the reception of the leaders of certain illegal parties who come to the USSR for talks or special training, is carried out in apartments belonging to the Administrative Department. The use of these apartments for such purposes requires that they be fitted with special defence equipment so as to prevent possible exposure and leaks of information, and to create additional relevant facilities for the teaching process.

In view of the above we consider it expedient to take additional measures to improve the conditions in which representatives of fraternal parties receive special training. In particular, we propose that a number of apartments at the disposal of the Administrative Department be set aside exclusively for conducting special training, after equipping them with the necessary security, and also domestic video equipment and radio receivers with a wide shortwave reception.
