31 December 1938* (no number) [2.1] – STALIN’s written permission for the Krasnoyarsk Region [Siberia] to carry out several thousand additional “1st category arrests” (executions). The instruction was written in pencil on a small, plain slip of paper. [R 31 December 1938]

Letter from NKVD head BERIA and Procurator-General VYSHINSKY to STALIN about pardoning all criminals after 3 years of imprisonment, except those convicted of “Counter-Revolutionary Activities” (Article 58, RSFSR Criminal Code).
