05 Feb. 1939, 530 [2.1] – Letter from NKVD head BERIA and Procurator General VYSHINSKY to Stalin about pardoning all criminals after 3 years of imprisonment, except those convicted of “Counter-Revolutionary Activities” (Article 58, RSFSR Criminal Code).
