Re: Measures to be taken in conjunction with the 50th anniversary of the birth of K. Sorsa, Chairman of the Social Democratic Party of Finland
On Dec. 21, 1980, K. Sorsa, Chairman of the Social Democratic Party of Finland (SDPF), will mark his fiftieth birthday.
In his party work and while occupying governmental posts (as prime minister, foreign minister, and chairman of the parliamentary foreign affairs committee), Sorsa has taken a consistently friendly stand in regard to the USSR and CPSU, helping to develop Soviet-Finnish relationships and securing stable contacts between the SDPF and our Party. On the international arena, primarily within the Socialist International, Sorsa has been confidentially cooperating with us, working for détente, arms race limitations, and disarmament.
In view of the above and the fact that he was elected as one of the vice chairmen by the last Congress of the Socialist International, Sorsa will further coordinate the activities of this organizations in matters relating to détente and disarmament, as well as its contacts with other political forces, we believe it expedient to instruct the Soviet ambassador to Finland to congratulate Sorsa on his fiftieth birthday, on behalf of the CC CPSU, and hand him a commemorative gift.

[It is hereby resolved] to concur with the proposal by the CC CPSU departments to send Comrade L.M. Zamyatin on a business trip to Finland in December 1980, for a term of up to five days.
It is to be placed on record that the traveling expenses will be referred to the budget of the Soviet Peace Committee.

Re: Comrade L.M. Zamyatin’s business trip to Finland
Paavo Väyrynen, Minister of Foreign Affairs of Finland, has invited Comrade
L.M. Zamyatin, head of the Foreign Information Department, CC CPSU, to visit Finland this December for a term of up to 5 days and deliver a report at the Finnish Paasikivi Society (spec. ref. nos. 923 and 956, of 11.27.80 and 12.10.80 from Helsinki).
The CC CPSU departments believe this trip to be expedient. A meeting with Väyrynen and a report [delivered at the club] will be an opportunity to offer the Finnish leadership additional explanations of our views on topical international problems, specifically in conjunction with rampant anti-Soviet propaganda on the part of the West and Beijing. At the same time, Comrade L.M. Zamyatin’s trip to Finland could be used for meetings with activists of the peace movement, and for talks with the leadership of the World Peace Council.
The Finnish Side is prepared to receive Comrade L.M. Zamyatin on December 15- 22 of this year.
The traveling expenses could be referred to the budget of the Soviet Peace Committee (SKZM)
