Re: AKEL leadership’s request

Re: AKEL leadership’s request
The leadership of the Progressive Party of Working People of Cyprus (AKEL) has requested that two representatives of the party be received to take a special course of training over a period of three months, in regard to problems involved in the activities of the party’s security service, collection, analysis, and processing of intelligence; various aspects of clandestine surveillance; theory of personal protection ofparty leaders (sh/t-ma KGB from Nicosia, spec. #393, of March 23, 1989).
Considering the importance for our Cypriot friends of upgrading these aspects of party work, we believe it expedient to grant the request of the AKEL leadership and accommodate two party activists for a term of up to three months, in the second half of 1989. The International Department and the Department of Administrative Affairs of the CC of the CPSU could be tasked with the accommodation of and services to the Cypriot comrades, including special housing arrangements, and the Committee _for State Security of the USSR could be tasked with their training and equipment. The traveling expenses of the two Cypriot comrades, from Larnaca to Moscow and back, their living expenses while staying in the USSR for up to three months, those involved in special equipment, and other expenses resulting from the fulfillment of the above-mentioned request of the AKEL leadership could be referred to the reserve expense items of the party budget.
The above has been coordinated with Comrade L.V. Shchebarshchin, Deputy Chairman of the Committee _for State Security of the USSR.
