1. Meet the request by Comrade Carlos Altamirano, Secretary General of the Socialist Party of Chile, concerning the accommodation in 1977 in the USSR of a group of SPC members, 15 in the group, to undergo a 11-month military training course.

2. The accommodation, training arrangements, and traveling expenses from Santiago to Moscow and back shall be the responsibility of the USSR Ministry of Defense.

Issue raised by Central Committee International Department

In 1975-76, a group of representatives of the Socialist Party of Chile underwent a nine-month military training course; according to the SPC leadership, this was instrumental in considerably improving the Party’s performance in this sphere. To this end, Comrade Carlos Altamirano, Secretary General of the Socialist Party of Chile, has requested (see attachment) that in 1977 the USSR accommodate another group of SPC representatives, a group of 15 members, to undergo a 11-month course of military training.

We consider that the above request of Comrade C. Altamirano should be granted; that the USSR should accommodate this group of SPC representatives,  15 members, and provide for their 11-month military training; that their accommodation, training arrangements, and traveling expenses from Santiago to Moscow and back should be provided and recompensed by the USSR Ministry of Defense. This matter has been agreed with the USSR Ministry of Defense  (Comrade Kulikov). Comrade L. Corvalan supports Comrade C. Altamirano’s request.

Enclosed is a draft Resolution of the CPSU Central Committee.

In the course of a conversation with officials of the International Department, CPSU Central Committee, Comrade C. Altamirano voiced his heartfelt gratitude to the CPSU for lending a helping hand with the training of his Party members and requested that the USSR accommodate a group of SPC members, in a group of 15, and organize their 11-month military training.
