Re: Request by E[zekias] Papaioannou, Secretary General of the Progressive Party of Working People of Cyprus

  1. [It is hereby resolved] to grant the request of E. Papaioannou, Secretary General of the Progressive Party of Working People of Cyprus (AKEL) and receive two representatives of the party — Lucas Andreas and Timopheus Ciriacos— in 1980 for a one-month course of special training (radio operating techniques, detection of eavesdropping devices).
  2. The accommodation of, and services to, Comrades Lucas Andreas and Timopheus Ciriacos shall be responsibility of the International Department and the Department of Administrative Affairs of the CC of the CPSU; their special training shall be the responsibility of the Committee for State Security of the USSR.
  3. Traveling expenses borne by the Cypriot comrades on their way to Moscow and back, also those involved in their stay in the USSR, shall be referred to the expense items of the party budget.
  4. The text of the telegram shall be approved as enclosed herewith.

  1. Papaioannou, Secretary General of the Progressive Party of Working People of Cyprus (AKEL) has requested that CC CPSU receive in 1980 representatives of the party Lucas Andreas and Timopheus Ciriacos for one month of special training in radio operating techniques, detection of eavesdropping devices (sh/t-ma [coded telegram] from Nicosia, spec. #269, of March 29, 1980).

We believe it possible to grand Comrade E. Papaioannou’s request. The International Department and the Department of Administrative Affairs of the CC CPSU could be tasked with the accommodation of, and services to, the Cypriot comrades, and the Committee for State Security of the USSR — with their training.

This matter has been coordinated with the Committee for State Security of the USSR (Comrade Tsinev).

Enclosed herewith is a draft Resolution of the CC CPSU.
