RESOLUTION

Of the Secretariat of the CC of the Communist Party of the Soviet Union Re: Request by Comrade Gus Hall, General Secretary, Communist Party USA

  1. [It is hereby resolved] to grant the request of Comrade Gus Hall, General Secretary of the Communist Party USA, that his personal representative be received in September 1980 and undergo a 60-day special course of training.
  2. The International Department and the Department of Administrative Affairs of CC CPSU shall be tasked with the accommodation of Comrade G. Hall’s personal representative, and the Committee for State Security of the USSR — with his special training.
  3. Traveling expenses of Comrade G. Hall’s representative — from the US to Moscow and back — as well as his living expenses while in the Soviet Union shall be referred to the expense items of the party budget.

Re: Request by Comrade Gus Hall, General Secretary, Communist Party USA

Comrade Gus Hall, General Secretary, Communist Party USA, has requested that his personal representative be received in Moscow to take a special training course to carry out his special assignments. The member of the party leadership who had carried out G. Hall’s special assignments over a considerable period of time was relieved of duty after coming down with a grave disease.

We believe it possible to grant Comrade G. Hall’s request, tasking the CC CPSU International Department and the Department of Administrative Affairs with the accommodation and servicing of Comrade G. Hall’s representative, and the Committee for State Security of the USSR with his 60-day training.

This matter has been coordinated with Comrade Yu.V. Andropov, Chairman of the Committee for State Security of the USSR.

Expenses involved in Comrade G. Hall’s representative’s trip from the US to the USSR and back, as well as in his stay in the USSR, should be referred to the expense items of the party budget.

Draft Resolution of the CC CPSU is enclosed herewith.

Comrade Gus Hall has requested that his personal representative, who carries out his special assignments, undergo a special course of training.

It is the opinion of the KGB that it would be desirable to receive him in September-October 1980, for a term of 45 days.

The KGB of the USSR will undertake to make arrangements for the training of Comrade Gus Hall’s representative.
