Request of the management of the Syrian communist party

  1. To satisfy the request of the management of the Syrian Com. Party [SKP]

and to charge the KGB (a subsidiary of the Council of Ministers of the USSR) to conduct in Damascus instructions and training in the clandestine methods for the individuals specially selected by the management of SCP .

  1. To accept in Moscow one representative of the Syrian communist party for the period up to 3 months for the instructions and training in special methods for working with paspor Assign a responsibility for this training to the International Department of Central Committee and to the KGB, a subsidiary of the Council of Ministers of USSR, while economic and material support – [assign] to the management of the affairs at the CC CPSU.

Expenditures on the payment for the passage of one Syrian from Damascus to Moscow and back and on his stay in the Soviet Union to carry out as the reception of foreign party workers.

Request of the management of the Syrian communist party

The management of Syrian communist party (SCP) requested from the CC CPSU to render assistance in the instructions for several representatives of this party in methods of secret work (connection, cryptography, guarantee of safity and so forth).

[These] friends themselves also requested a training of one representative in some special methods of work with the passports. ( [according to] cryptographic telegram the KGB from Damascus, special № 628).

The international division of the CC CPSU considers possible to satisfy the request of the SCP management. It would be possible to charge with such instructions in methods of clandestine work to the committee of State Security with the Council of Ministers of USSR and to carry them out in Damascus.

As far as the instruction for the representative of friends in methods to work with the passports is concerned, it would be possible to accept him for this purpose in Moscow for the period up to three months. Responsibility for this training to lay on the International Division of the CC CPSU and on KGB , a subsidiary of the Council of Ministers of USSR, while to delegate a responsibility for the economic issues and supply of materials to the management of the Affairs of the CC CPSU.

Expenditures on the payment of the passage of one Syrian from Damascus to Moscow and back and for his stay in the Soviet Union can be attributed to the [budget] for reception of foreign party workers.

This [decision] is agreed with the Committee of State Security [KGB] (with comrade Mortin).
