Re: Discontinuation of the Practice of Illegal Crossing to Soviet Territory by Activists of the Iraqi Communist Party en Route to Third Countries

Re: Discontinuation of the Practice of Illegal Crossing to Soviet Territory by Activists of the Iraqi Communist Party en Route to Third Countries
As agreed upon with the CC CPSU, Oct. 5, 1990, the leadership of the Iraqi Communist Party (IKP) has been notified that we have exhausted our capacities in terms of transfer of IKP activists from Iraq via Iran, via the USSR, to third countries. In response, A. Muhammed, Secretary General, CC IKP, has assured that, as of October 11, 1990, the IKP leadership has forbidden the party members
to cross the Soviet border (… KGB telegram from Damascus, spec. #1961 of Oct. 10, 1990). However, after the said date, 17 persons have crossed the border as of October 25. At present, there are over 150 IKP activists and members of their families on Soviet territory.
We believe it expedient to put an end to the crossing of the Soviet border by IKP activists on their way to third countries, and notify the leadership of the Iraqi Communist Party.
This matter has been coordinated with the Committee for State Security of the USSR (Comrade L.V. Shebarshyn).

… efforts to transfer. territory of the USSR of IKP activists. consent of the CC CPSU, of Aug. 28, 1990. transferred to third countries. Iraqi Communist Party (IKP) A. Muha[mmed]. that the friends are mak[ing efforts]. is discontinuing assistance to the friends . influx of refugees. Iraq through Iran and further on across the ter[ritory of the USSR]. However, following the departure of A. . (in 1988-90, we have re[ceived] . has not only failed to decreases. more than 250 persons. this country). Also. the Soviet border has been cro[ssed]. additional measures to stop. This is becoming. dispatch of some 100 persons. we believe. territory of the USSR, to Syria and other countries.

Two representatives of the Iraqi Communist Party are being dispatched from Moscow to Charjou to conduct educational work with the refugees. There has been a discussion with Yu. Fejsad, the Syrian Communist leader who is in Moscow now, in the course of which we [expressed a desire] to assist with the speeding up of paperwork involved in the issuance of Syrian entry permits for the IKP activists.
[In addition] we believe it expedient to take the following [measures:]
. Forward a telegram to Damascus (as per draft enclosed herewith) . request that the Iraqi comrades make every effort to receive from the Syrians [entry permits] for the Iraqis who have crossed the Soviet border.
[It has been further resolved to] request the CC of the Communist Party of Turkmenistan that they provide all possible aid [to the Iraqi refugees?]. the Society [of the Red Cross and Red Crescent of Turkmenia that all possible measures be taken to accommodate the newly arrived [refugees], including food and . maintenance staff.

.with reference to the conversation with . [Muhammed] that took place in Moscow, we request that you advise the leadership of our Iraqi friends thereof.
. Of late, despite the agreement reached, . the number of IKP activists and members of their families, including . small children crossing the Soviet border has noticeably increased (up to 50 persons over the past several weeks). Tensions and nervousness are mounting in temporary refugee settlements, [in conjunction with] delayed departures from the USSR (such delays last two weeks and longer), also feeling uncertain about the [nearest] future has a depressive effect on the refugees’ morale. hardships in terms of organization and supplies. settlement. Excessive accumulation of refugees (currently . 50 persons) may well have most unwelcome consequences, considering the complicated domestic situation. Quite frankly, at the moment we have practically exhausted our options of receiving Iraqi comrades.
In view of this, please ask the Iraqi comrades to take urgent measures to stop further crossings of the Soviet border by activists [of the Iraqi Communist] Party.
It is also necessary to speed up arrangements for the transfer to other countries… of the Iraqis who are currently on [Soviet] territory.
