An issue for the Central Committee’s International Department

The leadership of the Communist Party of Argentina, People’s Party of Panama, Nicaragua’s socialist party, and the People’s Vanguard of Costa Rica has petitioned the CPSU Central Committee to receive in the USSR in the years 1974-1975, for the purpose of combat training, 20 persons from the CP Argentina, 5 persons from PP Panama, 5 persons from Nicaragua’s SP, and 13 persons from the PV Costa Rica (petitions included).

The Argentinean, Panamanian, Nicaraguan, and Costa Rican comrades ask us to organize for their representatives a course in combat training of the general type of up to six months in duration.

We consider it expedient to grant the petitions of the leadership of the CP Argentina, PP Panama, Nicaragua’s SP, and PV Costa Rica. The reception, accommodation, financial support, and organization of instruction for the representatives of Argentina’s Communist Party, Panama’s People’s Party, Nicaragua’s socialist party, and the party of the People’s Vanguard of Costa Rica, as well as the financing, in foreign currency, of travel costs for twenty Argentinean comrades from Buenos Aires to Moscow and back, five Panamanian comrades from Panama to Moscow and back, five Nicaraguan comrades from Managua to Moscow and back, and thirteen Costa Rican comrades from San Jose to Moscow and back, can be entrusted to the USSR Ministry of Defense. The issue has been cleared with the Ministry of Defense (Comrade Ivashutin).

Plans on the resolution of the CC CPSU are included.
