[It is hereby resolved to] instruct the Ministry of Defense of the USSR and the GKES [State Commission for Telecommunications] to deliberate the request of the Lebanese Communist Party [LCP], concerning gratuitous supplies of weapons guidance systems and training equipment (list enclosed herewith), and to submit pertinent proposals to the CC of the CPSU, bearing in mind the actual needs of our friends.

Re: Request by the leadership of the Lebanese Communist Party
The leadership of the Lebanese Communist Party has requested the CC CPSU that they be gratuitously supplied certain weapons guidance systems and training equipment, in order to organize military training for LOC members (letter from the CC LCP is enclosed herewith).
Considering that the LCP will be supplied artillery/mortar guidance systems, as well as firearms, as per CC CPSU Resolution #P116/20, of August 4, 1978, we believe it expedient to instruct the Ministry of Defense of the USSR and GKES to deliberate the above-mentioned request by the leadership of the Lebanese Communist Party and submit pertinent proposals to the CC of the CPSU, bearing in mind the actual needs of our friends.

In a letter addressed to the CC of the CPSU, the leadership of the Lebanese Communist Party request supply of the following instruments [i.e., weapons guidance systems] and training equipment, in order to organize military training for LOC membership:
- AK-3-type artillery range with MPL-50 or MPL-25 metal gun slide rules: 1,000 ps.
- Officer’s rule for marking tactical signs: 1,000 ps.
- Artillery instrument PAB-2A: 25 ps.
- Aiming circle: 250 ps.
- Field glasses: 100 ps.
- MUV-2-type detonating fuses: (a) conventional (made of copper or aluminum): 500 pHs; (b) electrical: 500 ps.
- Charts explaining aiming and shooting techniques, including those for flying targets, using light, medium, and heavy weapons.
- Training films in Arabic and a film projector.
