On the request of the Communist Party of Israel directorate

  1. Agree with the request of the Israeli Communist Party directorate and accept in the Soviet Union in July 1979 [illegible] the Communist Party of Israel member [illegible] for up to 1 month.
  2. Entrust the reception and care of [illegible] to the International and Administrative Departments of the Central Committee of the CPSU and [illegible] to the KGB.

Charge his fare from Tel-Aviv to Moscow and back and the costs of his stay in the USSR to the party budget.

Secretary General of the Israeli Communist Party, Comrade M.VILNER has requested CC KPSU to accept in the Soviet Union in July 1979 [illegible] Communist Party of Israel member [illegible] for up to 1 month.

Considering the complicated situation in Israel and incessant attacks of reactionaries on the Communist Party, we deem it possible to agree with the Israeli friends’ request.

There is a possibility to entrust the reception and care of [illegible] to the International and Administrative Departments of the Central Committee of the CPSU and [illegible] to the KGB of the USSR. Charge his fare from Tel-Aviv to Moscow and back and the costs of his stay in the USSR to the party budget.

The understanding with the KGB (Comrade TZVIGUN) is secured.

I request your cooperation in special training of an Israeli Communist Party member, Central Committee member of our Communist Youth Union, Doron VILNER. We would like him to get training in the party security (guarding of party functionaries, meetings, demonstrations, conferences, etc.) He could study for about a month starting July 1.
