RESOLUTION

SECRETARIAT, CC CPSU

Re. Issue raised by International Department

[It is hereby resolved to] grant the request of Comrade M[anuel] Moro, General Secretary of the People’s Vanguard Party of Costa Rica, and accommodate in the USSR, in 1976-77, six Costa Rican comrades, for a term of up to six months, in order to train them in underground party security, intelligence, and counterintelligence techniques.

The training arrangements shall be the responsibility of the Committee for State Security of the USSR; the receipt, accommodation, and daily expenses [shall be the responsibility of] the International Department and the Department of Administrative Affairs, CC CPSU. The traveling expenses endured by the [said] six Costa Rican comrades from San Jose to Moscow and back shall be charged to the Party budget.
