Petition by the leadership of the CC of the Communist Party of Chile

  1. To instruct the Committee on National Safety, under the auspices of the Council of Ministers of the USSR, to organize for 12 Chilean communists, a course of study, lasting up to two months, on the topics of conspiracy and underground activism within a country.
  2. To entrust the task of receiving and providing accommodations for the 12 Chilean communists to the Bureau of International Affairs of the CC CPSU and the administrative organ of the CC CPSU. Expenses associated with the Chilean Communists’ stay in the USSR, including travel expenses, are to be accounted for as part of the party budget.

Any comrade that receives top secret documents may neither transfer them to any other, nor acquaint any other with them, without special permission from the CC.

Making copies of CC resolutions, and sending copies, as well as citing the protocols [records] and resolutions of the CC in either the public press or the documents of soviet, trade-union, or ComSoMol [Union of Communist Youth] administrative organs is forbidden.

The comrade to whom the document is addressed shall personally mark and date each document upon receipt, and certify it with his personal signature.

Petition by the Leadership of the CC of the Communist Party of Chile

The head of the leadership of the CC of the Communist Party of Chile T. Sorriglia [proper spelling conjecture of the translator], arriving the USSR from the aforementioned country, petitioned for an arrangement, in the near future, to dispatch to Chile 12 communists, after providing them with necessary documents, foreign currency, and equipment.

The Chilean communists, selected by the CC of the CPC [Communist Party of Chile] for a trip to their motherland, live, work and study in Moscow, Krasnodar, Stavropol, and Zaporozhje. They are poorly informed about the true situation of Chile and the nations bordering it; have no experience with conspiracy or similar work.

Because of this it would be worthwhile to organize for the Chilean comrades courses of study on these subjects, lasting up to two months. The instruction is assumed to occur with each one separately, at different times.

The issue has been cleared with the KGB [secret police], under the auspices of the Council of Ministers of the USSR (comrade Chebrikov). The blueprints of the resolution of the CC CPSU are attached.
