Re: Assistance to the Communist Party of Chile in messengers’ transit and special personnel training
- [It is hereby resolved] to grant the request of the leadership of the Communist Party of Chile (CPC) and receive in 1988 14_ CPC representatives for a four-month course of training in clandestine techniques (equipment_ for Party activities, special photography, physical surveillance), and [CPC] messengers arriving from or leaving for Chile.
- Accommodation and servicing of the Chilean comrades shall be the responsibility of the International Department and the Department of Administrative Affairs of the CC CPSU, whereas the Committee for State Security shall arrange for the equipment and ID _p (See next page)

The leadership of the Communist Party of Chile (CPC) has requested that the CC CPSU receive in 1988 14_ CPC activists for a course of training in clandestine technique (Party equipment, special photography, physical surveillance, etc.) and [CPC members] as messengers on their way from or to Chile, also that the traveling expenses of the said comrades be recompensed.
We believe it expedient to grant this request of the leadership of the Communist Party of Chile. The International Department and the Department of Administrative Affairs of the CC CPSU could be tasked with the accommodation of these Chilean comrades, and the Committee for State Security of the USSR — with their equipment, ID papers, and special training. The traveling expenses borne by the CPC representatives on the way from the country of residence to Moscow and from Moscow to Chile, as well as their living expenses during their stay in the USSR of up to three months, the cost of equipment and other expenses involved in the fulfillment of the request of the CPC leadership could be charged to the party budget reserve.
This issue has been coordinated with the CC CPSU Department of Administrative Affairs and the Committee for State Security of the USSR (Comrade V.A. Kryuchkov).

Re: conversation with Americo Zorilla, member of the Political Commission, CC of the Communist Party of Chile
Comrade A. Zorilla, on behalf of the leadership of the Communist Party of Chile, asked the CC CPSU to help with a special course of training for a group of 14 [Party members], and reimbursement of expenses borne by [Party] messengers leaving or arriving in Chile. He [further] asked to include in the training program [special] Party equipment, special photography, physical surveillance, and any other such subjects as the Soviet comrades would consider useful for underground operations. Apart from the reimbursement of traveling expenses, comrade A. Zorilla requested equipment and ID papers for the Chilean comrades.
On behalf of the leadership of the Communist Party of Chile, he expressed gratitude to the CPSU for its constant assistance and support.
