RESOLUTION

Re: Request by the leadership of the Communist Party of Ecuador

[It is hereby resolved to grant] the request of the leadership of the Communist Party of Ecuador (CPE), whereby the USSR shall receive and accommodate, in 1988, as well as in the first half of 1989, six persons (as two groups), in order to train them in clandestine techniques and [ones meant to maintain the personal] security of the leaders of this Party.

All accommodations in regard of the [said] comrades shall be the responsibility of the International Department and the Department of Administrative Affairs of the CC of the CPSU. Their training, equipment, including [the manufacture of ] special documents, shall be the responsibility of the Committee for State Security of the USSR (see next page… continued from previous page… [a number of illegible signatures appended]) All expenses sustained by them when flying from Quito to Moscow and back, including foreign airline flights, [expenses in terms of] stay in the USSR, for a term of up to three months, as well as any such other expenses as may occur in conjunction with the fulfillment of the said request of CPE leadership and 1988, shall be charged to the Party [i.e., CPSU] budget; [the same shall apply to such requests] in 1989. Re: Request by the leadership of the Communist Party of Ecuador

The leadership of the Communist Party of Ecuador (CPE) has requested the CC of the CPSU that the USSR receive six [CPE] persons ([organized as] two teams) in 1988 and in the first half of 1989 to receive special training in clandestine Party activities and in maintaining Party leadership security.

Our Ecuadorian friends explain that this request stems from the heightening of the reactionary forces’ activities and those of the special services [of the existing regime], aimed against the CPE [and that this Party] is badly in need of people trained to maintain its security.

We believe that this request of the leadership of the Communist Party of Ecuador should be granted. [We further believe that] all the required accommodations for the above-mentioned comrades should be made the responsibility of the International Department and the Department of Administrative Affairs of the CC of the CPSU, whereas the Committee for State Security of the USSR should be made responsible for [their special] training, equipment, and documentation [i.e., being provided with KGB-fabricated ID papers]. It is further our belief that all expenses sustained by them when flying from Quito to Moscow and back, including foreign airline flights, [expenses in terms of] stay in the USSR, for a term of up to three months, as well as any such expenses as may occur in conjunction with the fulfillment of the said request of CPE leadership in 1988 [as well as such expenses sustained in 1989] could be charged to the Party budget. This matter has been agreed upon with the Department of Administrative Affairs, CC CPSU, and with the Committee for State Security of the USSR [e.g. Comrade V.A. Kryuchkov].

Resume of a conversation with [illegible] General Secretary of the CC of the Communist Party of Ecuador/ July 28, 1988

In the course of a conversation with Comrade [illegible], who acted on behalf of the CPE leadership, he requested that CC CPSU receive six CPE activists in the USSR, in 1988 and in the first half of 1989, and have them undergo a special training course in clandestine techniques and those meant to update the security arrangements for the CPE leadership.

Comrade [illegible] explained his request by pointing to the activization of leftist, terrorist groups in his country, along with the stepping up of efforts on the part of special services, aimed at infiltrating his Party, considering that the CPE lacks experts capable of securing the safety of the Party leadership and showing an adequate performance.
