Re: Request of the Leadership of the Communist Party of Chile

  1. [It is hereby resolved to] grant the request of Comrade L[uis] Corvalan, General Secretary of the Communist Party of Chile, and assist [him] in the implementation of the CPC leadership replacements plan in 1978-79, concerning Party functionaries who are operating underground in the country [i.e., Chile], as well as in Argentina.
  2. [It is further resolved to] accommodate 5 Chilean Comrades in the USSR, in 1978-79, for a term of up to two months, so they can undergo a course of training in documentation and [other] clandestine [party] activities; also [to likewise accommodate] 3 comrades from countries bordering on Chile, for a term of up to two weeks, so they can take part in the working out of a plan of CPC functionaries’

The accommodation of the above-mentioned comrades shall be the responsibility of the International Department and the Department of Administrative Affairs, CC, CPSU, whereas their training … [next page with seven illegible signatures] in documentation and [other] clandestine [party] activities shall be the responsibility of the Committee for State Security.

The Department of Administrative Affairs, CC CPSU, shall see to it that the Chilean comrades receive proper housing accommodations.

  1. All expenses sustained by the Chilean comrades while traveling to and staying in the USSR, as well as those involved in the implementation of the party leadership replacement plan — concerning CPC functionaries currently working underground in Chile and Argentina — shall be charged to the [Soviet Communist] Party budget.
  2. The Ministry of Finance of the USSR shall allocate, in 1978-79, up to 25,000 rubles’ worth in hard currency to the Department of Administrative Affairs, CC CPSU, to cover the expenses involved in the implementation of the request by the leadership of the Communist Party of Chile. Re: Request by the leadership of the Communist Party of Chile

Comrade Luis Corvalan, General Secretary of the Communist Party of Chile, has requested (message attached) that CC CPSU help him carry out his plan of CPC leadership replacements, concerning party functionaries currently operating underground in Chile, Argentina, so they can be replaced by comrades currently in Europe. This plan envisages a trip to Europe by three important Chilean comrades, among them members of the Political Commission, CC CPC, namely … [handwritten, poor scanning]. Comrade L. Corvalan simultaneously requested … [handwritten, poor scanning — most likely smth to do with assistance] in regard to Comrades. [ditto] on their way to Chile, as well as Comrade. [ditto] (who is returning to Argentina).

We believe that the request made by Comrade L. Corvalan should be granted, and that the International Department, CC CPSU, should be instructed to carry out this task, in collaboration with the Committee for State Security of the USSR; that all expenses involved (including the hard currency equivalent of 25,000 rubles, in terms of traveling, equipment, and other expenses) should be charged to the Party budget. In regard to Comrade L. Corvalan’s request concerning Comrades . [poor scanning] who are in Moscow, as per earlier СС CPSU resolutions, this matter will be resolved un keeping with established procedures.

This matter has been coordinated with the Committee for State Security of the USSR (e.g., Comrade Tsvigun).

Re: Rough estimate of the hard currency equivalent [in Soviet rubles] of disbursements in conjunction with the request of the leadership of the Communist Party of Chile:

  1. Traveling expenses sustained by three comrades on their way [to Moscow] from Chile, and two comrades as their replacements [in Chile]: 1,300 rubles x 6 = 7,800 rubles.
  2. Traveling expenses sustained by two comrades on their way [to Moscow] from Argentina, and two comrades as their replacements [in Chile]: 1,200 rubles x 4 = 4,800 rubles.
  3. Traveling expenses sustained by 6 comrades who will accompany the representatives of the CPC leadership on their way from Santiago to Buenos Aires (Lima) and back: 200 rubles x 6 = 1,200 rubles.
  4. Traveling expenses sustained by 3 comrades on their way to Moscow — to work out a plan of transfer of CPC functionaries — from countries bordering on Chile and back: 2,400 rubles x 3 = 7,200 rubles.
  5. Cost of equipment of the Chilean comrades who will travel home: 800 rubles x 5 = 4,000 rubles.

TOTAL: 25,000 rubles’ worth in terms of hard currency. /2765.
