Re: Request by the leadership of the Communist Party of Brazil and the Communist Party of Uruguay

1. [It is hereby resolved to] grant the request of the CPB and CPU and provide a

special course of training in clandestine activities and deception for one comrade from each of the said parties.

2. The Brazilian and Uruguayan comrades shall be received, duly accommodated, and provided the required course of training by the International Department, Department of Administrative Affairs of the CC CPSU, and the Committee for State Security of the USSR. The term of special training shall be up to three months. All expenses involved in the stay of the Brazilian and Uruguayan comrades in the USSR and their dispatch the place of work shall be charged to the Party budget. Re: Request by the leadership of the Communist Party of Brazil and the Communist Party of Uruguay

Comrade L.C. Preste, General Secretary, CC CPB, and Comrade R. Arismendi, First Secretary, CC CPU, have requested (OP #3011, 11.15.78 and OP #1805, 07.13.78, attached herewith) that CC CPSU provides a special course of training in clandestine party activities for one comrade from each of the said parties.

The requests of Comrades Preste and Arismendi are caused by the need to enhance the underground CPB and CPU leadership, also their contacts with foreign centers, by specially trained cadre.

We would consider it possible to grant the request of the CPB and CPU leadership.

This matter has been coordinated with the KGB of the USSR (e.g., Comrade Tsvigun).

Draft resolution of the CC CPSU is attached herewith.
