Concerning the Request of the Sudanese Communist Party Leadership
- To satisfy the request of the Sudanese Communist Party leadership (SCP) concerning the acceptance in the USSR for the years 1988— 1989 of twenty members of the SCP in two groups for military training for a period of up to three months.
- The Ministry of Defense of the USSR is to be entrusted with the reception, servicing, logistics, military training, and expenses (including in foreign currency) for the SCP members’ return journey to Moscow, to the designated place.

Concerning the Request of the Sudanese Communist Party
The acceptance for military training in the Soviet Union in the course of the year of twenty members of the Sudanese Communist Party (SCP) was stipulated by the CC CPSU resolution of 22 May 1987 (St-50/4bgs OP). However, in connection with the complication of the situation in Sudan, the SCP leadership was unable to send them to the USSR in 1987.
The General Secretary of the CC SCP, M [uhammed] I[brahim] Nugud requests that this group of Sudanese comrades be accepted for military training in the USSR in the years 1988-1989 (c [oded] tel [egram] from the city of Khartoum, spec. ref. no. 230 dated 3 June 1988).
We would consider it possible to satisfy this request and accept twenty Sudanese comrades in two groups for military training in the USSR in the years 1988-1989 for a period of up to three months.
The Ministry of Defense of the USSR could be entrusted with the reception, servicing, logistics, military training, and expenses (including in foreign currency) for the SCP members’ return journey to Moscow to the designated place.
This has been coordinated with the head of the Main Intelligence Directorate at the General Staff of the Armed Forces of the USSR, V. M. Mikhailov.
