Of the Secretariat of the CC of the Communist Party of the Soviet Union Re: Request of the Leadership of the United Communist Party of Turkey
- [It is hereby resolved to] grant the request of the leadership of the United Communist Party of Turkey that Comrade Ender Harman be received in March 1989 to take a course of up to ten days in [handwritten] professional cryptography, whereupon he will be supplied with [handwritten] special means to be applied in this sphere.
- The International Department and the Department of Administrative Affairs of the CC CPSU shall be tasked with accommodating Comrade Harman, including safe housing, whereas the Committee _for State Security of the USSR shall be responsible for his training and for supplying him with special equipment.

Re: Request of the Leadership of the United Communist Party of Turkey
The leadership of the United Communist Party of Turkey (OKPT) has requested the CC CPSU that Comrade Ender Harman, who is in charge of OKPT security, be received and given a crash course (of up to ten days) in professional cryptography. Our Turkish friends also request that he be supplied with special means to be practically applied in this sphere. Our friends believe the second decade of March 1989 would be the most convenient of [his] training.
The OKPT leadership, mainly based in Europe, has of late been making efforts to step up party work within Turkey. To this end, there is an increasing need in having more regular and reliable contacts between the party leadership and local party organizations.
In view of this, we believe it would be expedient to grant the request of our Turkish friends and receive Comrade Ender Harman for a crash (up-to-ten-day) course of training in March 1989. The accommodation of Comrade E. Harman, including safe housing arrangements, could be made the responsibility of the International Department and the Department of Administrative Affairs of the CC CPSU, and his training, the responsibility of the Committee for State Security of the USSR. The Berlin-Moscow two-way traveling expenses and living expenses while in the USSR could be referred to the reserve funds of the Party budget.
This matter has been coordinated with Comrade L.V. Shebarshyn, Deputy Chairman of the Committee for State Security of the USSR.
Enclosed herewith is a draft resolution of the CC CPSU.

In the forthcoming period tasks facing the security service of the party, in strengthening it organizationally, are becoming increasingly important in the work of our party. As a result of using the possibilities provided by you, in terms of training in party security, information, work within the army, we have made progress in this sphere.
Use of secret technical means plays a decisive role in our work, in the sphere of security. To this end, we need Comrade Ender Harman, who is in charge of this work [i.e., OKPT security service], to undergo a course of training in professional cryptography, using your facilities. He could arrive for training toward the end of January or in February 1989. With regard to the duration of training, we believe a week or ten days would suffice.
Considering the importance of our request, from the point of view of party security in the current period of our struggle to legalize our party, we request that Comrade Ender Harman be given an opportunity to undergo a crash course and supplied with two or three cryptography reagent formulas.
