[It is hereby resolved to] grant the request of Comrade C[lodomiro] Almeida, General Secretary of the Socialist Party of Chile and accommodate in the USSR, in 1979, a group of ten SPC activists to undergo an 11-month course in military training.

The accommodations, material supplies, including special equipment, and traveling expenses from Santiago to Moscow and back, shall be the responsibility of the Ministry of Defense.

In 1975-78 several groups of activists of the Socialist Party of Chile (SPC)… [illegible] which, according to the SPC leadership, had allowed to considerably improve the Party’s performance in this sphere. Comrade C. Almeida has requested (see appendage) that the USSR accommodate, in 1979, a group of ten SPC activists [illegible but in view of the above most likely reading] to undergo an 11-month course in military training.

We believe that the said request of Comrade C. Almeida should be granted; that the accommodations, material supplies, including special equipment, and traveling expenses from Santiago to Moscow and back, should be [the responsibility of the Ministry of Defense of the USSR.] This matter has been coordinated with [illegible but most likely to do with a top-ranking KGB officer].

Enclosed herewith is a draft Resolution of the CC CPSU.

Dear Comrades:

On behalf of the Central Committee of the Socialist Party of Chile, I request that you accommodate a group of [ten] SPC activists [and arrange for an 11-month course in military training for them]. Your help to this end would play a major role in the upgrading of the performance of our Party in its current underground status.

Should you reply in the positive, the SPC leadership would be prepared to supply all the required information.
