RESOLUTION

Re: Request of the Leadership of the Communist Party of Uruguay

  1. [It hereby resolved to] grant the request of Comrade R. Arismendi and accommodate Comrades Clemente Viera and Juan Diskakis, members of the CC CPU, who are currently in Moscow, and arrange for their training in clandestine party activities.
  2. Said course of training, other assistance in terms of documentation and equipment shall be the responsibility of the Committee for State Security of the USSR; their accommodation and transportation to Uruguay shall be the responsibility of the International Department and the Department of Administrative Affairs, CC CPSU, with all expenses involved in their stay in Moscow, for the duration of special training, equipment, and transportation being charged to the party budget reserve funds.

Re: Request of the Leadership of the Communist Party of Uruguay

Comrade R. Arismandi, First Secretary, CC, Communist Party of Uruguay, has requested that CC CPSU (as per OP #1597, enclosed herewith) accommodate Comrades Clemente Viera and Juan Diskakis, members of the CC CPU, and arrange for their training in clandestine party activities. The said comrades, after spending several years in underground, underwent a year’s training course at the Lenin International School; they are now in Moscow. The CPU leadership wants them to finish this course of special training and then have them sent back to Uruguay to take part in clandestine party operations.

We believe it expedient to grant Comrade R. Arismandi’s request and arrange for a 3-month course of training in party clandestine operations for Comrades Clemente Viera and Juan Diskakis, which training could be entrusted to the Committee for State Security of the USSR, whereas their accommodation, housing arrangements, and transportation back home could be taken care of by the International Department and the Department of Administrative Affairs, CC CPSU, with all attendant expenses charged to the party reserve funds.

This matter has been coordinated with the KGB of the USSR (Comrade Chebrikov).
