Concerning the reception of Comrade Leonardo Leal (Brazilian Communist Party) in the USSR [Spelling of names according to translator’s conjecture]

1. Grant the petition made by the leadership of Brazil’s Communist Party [BCP] to receive in the USSR, in 1974, a dependable worker of the BCP, comrade Leonardo Leal, for up to three months, with the purpose of putting him through a course of completing a special preparation course in the activity of party technique.

[“Party technique” – a specialized term that reader is invited to research on his own.]

The task of organizing the preparation course and arranging the particulars of c. [comrade] L. Leal’s stay is to be given to the Commission on National Safety, under the auspices of the Council of Ministers of the USSR. [CM USSR]

2. Entrust the task of receiving and providing accommodations for c. L. Leal to the Bureau of International Affairs and the administrative center of the CC CPSU. Expenses associated with his presence in the USSR and trip from Rio de Janeiro and back are to be accounted for in the budget allotted for the reception of foreign party workers.

Concerning the reception of Comrade Leonardo Leal (Brazilian Communist Party) in the USSR

The leadership of the Brazilian Communist Party applied to the CC CPSU with a petition (attached) to receive in the USSR, in 1974, a dependable worker of the BCP, comrade Leonardo Leal, for up to three months, with the purpose of putting him through a course of completing a special preparation course in the activity of party technique. The intention is for c. L. Leal to head a group of comrades, who will work concurrently with an existing concern and independently of it, in case the latter should fail.

It seems feasible to grant the petition of the BCP and to instruct the Committee on National Safety, under the auspices of the CM USSR, to organize the preparation course and arrange the stay of c. L. Leal. It would be possible to entrust the task of receiving and providing accommodations for c. Leal to the Bureau of International Affairs and the administrative center of the CC CPSU. The expenses associated with his trip from Rio de Janeiro to Moscow and back, as well as his stay in the USSR for up to three months, can be accounted for in the budget allotted for the reception of foreign party workers.

The matter has been cleared with the KGB [secret police] under the auspices of the Council of Ministers of the USSR (c. Chebrikov).

Dear Comrades!

We ask apply to you to ask the favor of receiving in the Soviet Union c. Leonardo Leal for the purpose of putting him through a preparation course on special operations.

The aforementioned comrade has been a member of our party since the year 1945; he was the leader [possibly leadING] [unclear adjective] organization of the State of Paraiba, and, after the reactionary military coup of 1964, was transferred to Rio de Janeiro to support the illegal activities of the Central Committee’s underground arm. In this position he showed himself trustworthy for the fulfillment of the task in question. [Task unspecified.]
