1. Meet the request by the Secretary of the Communist Party of Venezuela (CPV) t. H. Faria and assist in organizing special training course for a CPV activist Comrade J. Lenin Moreno.
2. To entrust the reception of Comrade J. Lenin Moreno to the International Department and the Administrative Department of the CPSU Central Committee, and the special training [handwritten] course organization — to the KGB of the USSR. Duration of the course – up to 3 months [handwritten].
3. Charge the expenses of the Comrade J. Lenin Moreno stay to the Party budget.

The Secretary-General of the Communist Party of Venezuela (CPV), Comrade J. Faria appealed to the Central Committee with a request (OP 2954 of 10 Oct.1980) for organization of special training courses on the subjects of subversion and conspiracy [handwritten] for his trusted person, activists CPV Comrade J. Lenin Moreno.

The Comrade J. Faria’s plea is caused by the need to strengthen the CPV taskforce by trained personnel.

We consider it advisable to satisfy the request of Comrade J. Faria.

Coordinated with the Deputy Chairman of the KGB Comrade Tsinev.

A draft resolution of the CC CPSU is attached.

It is believed he would undergo his professional training in Moscow, but in reality we would like him to undergo training on security issues, so that in future he would help the Secretary General of the Communist Party of Venezuela.
