The leaderships of the Communist Parties of Colombia, Paraguay, and Peru have requested (request enclosed herewith) that CC CPSU arrange, in 1980-81 in the USSR, for a course of training, of up to 3 months, in clandestine Party work and consulting with regard to internal Party security, for six comrades from Colombia, two comrades from Paraguay (upon completing their course of training in party work this year, in Moscow), and one comrade from Peru.
I believe that such accommodations for [the above-mentioned] six comrades from Colombia, two comrades from Paraguay, and one comrade from Peru could be made by the International Department and the Department of Administrative Affairs, CC CPSU, and that the requested course of training could be entrusted to the Committee for State Security of the USSR; also, that the Expenses involved in travel of the six Colombian comrades from Bogota to Moscow and back, two Paraguayan comrades from Moscow to Buenos Aires, and one Peruvian comrade from Lima to Moscow could be charged to the Party budget.
This matter has been coordinated with the KGB (Comrade Chebrikov). Draft CC CPSU resolution is enclosed herewith.

Of a letter in Spanish from Comrade Jorge Del Prado, General Secretary, Central Committee, Peruvian Communist Party, addressed to CC CPSU
Comrade Jorge Del Prado sends his greetings to CC CPSU and, in view of the situation in his country, requests that the USSR receive his liaison man in 1980 and arrange for a course in clandestine operations and communications. The person in question is Comrade Enrique Castro-Prado, a PCP activist capable of carrying out important missions assigned him by the Party leadership. He could visit the Soviet Union [ostensibly] for rest [and recreation] and [meanwhile] undergo a two-three- month course of special training.
In conclusion of his letter, Comrade Jorge Del Prado thanks in advance for his request being taken into account and sends his brotherly greetings.
