Rules concerning Excerpts from Minutes
of the Secretariat of the CPSU Central Committee

1. Photocopying or making notes from minutes of the Secretariat of the CPSU Central Committee, also making any reference to them in oral or written form, in the open press or other publicly accessible documents is categorically forbidden. Retyping the resolutions of the CENTRAL COMMITTEE Secretariat is also proscribed, as is any reference to them in official orders, instructions, directives and any official publications whatsoever.

2. Access to secret and top secret directives (excerpts from minutes) of the Secretariat of the CPSU Central Committee, sent to Party committees, ministries, departments or other organizations, is granted only to persons directly involved with the implementation of the relevant directive.

Comrades who have read excerpts from the minutes of the Secretariat of the Central Committee may not publicize their content.

Reception at CPSU Central Committee of Comrade G. Cervetti,
a leader of the Italian Communist Party

Comrade A. Natta, member of the leadership of the Italian Communist Party [PCI], Secretary for Coordination of the PCI Central Committee, was instructed by Comrade E. Berlinguer to inform us that Comrade G. Cervetti, member of the PCI leadership, who is arriving in Moscow on 7 October for a short vacation, is authorized to discuss a number of special issues (including financial matters) [2] at the CPSU Central Committee (encrypted telegram from Rome, spec. No 1474, of 3 October 1979).

We believe it expedient to grant the request of the PCI Leadership and receive Comrade G. Cervetti at CPSU Central Committee and discuss the matters of interest to him.

A draft resolution of the CPSU Central Committee is enclosed.

[1] Those signing a Resolution of the Secretariat were not necessarily involved in a face-to-face discussion of the issue.

As former Politburo member M. Solomentsev (1983-1988) explained in 1991, such a document might be circulated and those who received it added their signatures and automatic approval (see V. Stepankov and Ye. Lisov, “Govoryat chleny Politburo”, Kremlyovsky zagovor, 1992).

[2] A more explicit example of “financial matters” of interest to the PCI can be seen in the Politburo decision of 18 January 1983.
