Secretariat, CC of the Communist Party of the Soviet Union Re: Request by the leadership of the Jamaica Labor Party (JLP)

  1. [It is hereby resolved to] grant the request of the leadership of the Jamaica Labor Party and receive and accommodate in the USSR 2(two) JLP activists for a term of up to 3 months, so they can undergo a course of training in clandestine operations.
  2. These Jamaican comrades shall be received and accommodated by the International Department and the Department of Administrative Affairs, CC CPSU, and their training shall be provided by the Committee for State Security [KGB] of the USSR .
  3. All traveling expenses borne by the Jamaican comrades [boarding flights/ships from Jamaica] to Moscow and back, as well as the expenses involved in their stay in the USSR, shall be charged to the Party budget reserve.

Comrade T[revor] Munroe, Secretary General of the Jamaica Labor Party (a Marxist-Leninist party, with which the CPSU has established fraternal relationships) has requested (message enclosed herewith) that CC CPSU receive and accommodate, within the shortest possible period of time, 2 JLP activists, for a term of up to 3 months, so they can undergo a course of training in clandestine operations, also for the said party to go underground in case reactionary forces come to power [in Jamaica].

We believe it expedient to grant Comrade T. Munroe’s request. The said Jamaican comrades could be received and accommodated by the International Depart and the Department of Administrative Affairs, CC CPSU, while the Committee for State

 

Security of USSR could take care of their training. All expenses in conjunction with the JLP leadership’s request could be charged to the party budget reserve.

This matter has been coordinated with the KGB of the USSR (Comrade Chebrikov).

The Central Committee of the Jamaica Labor Party hereby requests that the Central Committee [handwritten, hardly legible] receive, within the shortest possible period of time, two members of our party 2 JLP activists, for a term of up to 3 months, so they can undergo a course of training in clandestine operations.

Our request is in conjunction with the possibility (given the current domestic political situation) of our progressive forces suffering a defeat, and a neofascist government coming to power. This outcome is by means inevitable. The Jamaica Labor Party, People’s National Party, and other democratic and anti-imperialistic organization are making every effort to frustrate the reactionary forces’ plans of coming to power. Nevertheless, the Central Committee of JLP has instructed the Commission on Party Security to enhance the Party’s preparedness, so as to struggle against the coming to power of a neofascist administration, using every available resource, so as to survive while this administration remains in office, should this be the case.

We request that you train our comrades, so they can give answers to questions, including about such practical matters as may arise in the current political situation:

  • What inner structure, what methods/techniques, what material resources our Party should create at this time, while getting prepared for the possibility of political power being taken over by a neofascist administration?
  • How to establish correct interrelationship between the open and clandestine Party membership, between legal and clandestine Party activities?
  • Which way this Party can enhance its apparatus by detecting and exposing agents’ provocateur?

 

  • How to work out ways to detect counterrevolutionary plans harbored by the fascist circles and combat them?
  • In what conditions and how many Party functionaries should leave this country or go underground?
  • What should be the tactic and organization of resistance against these reactionary forces?
