Secretariat of the CC of the Communist Party of the Soviet Union Re: Request by the leadership of the Communist Party of Chile

  1. [It is hereby resolved to] grant the request of the leadership of the Communist Party of Chile to accommodate 20 CPC activists in the USSR, in 1980, for a term of up to 3 months, in order to train them in clandestine activities, along with 8 CPC functionaries, to be sent to this country [i.e., USSR] in 1980-81.
  2. These Chilean comrades shall be received and duly accommodate by the International Department and that of Administrative Affairs of the CC of the CPSU, while the Committee for State Security shall provide for their training courses and supply [the required] documents [and ID papers].

Re: Request of the leadership of the Communist Party of Chile

Comrade Luis Corvalan, Secretary General of the Communist Party of Chile, has requested CC CPSU (message enclosed herewith) that the USSR accommodate 20 CPC activists and provide them with a course of training in clandestine techniques; also for 8 comrades, in 1980-81, who will be dispatched to Chile to help enhance the active party leadership.

We believe it expedient to grant the request of Comrade L. Corvalan. The accommodation of the Chilean comrades could be made the responsibility of the International Department and that of Administrative Affairs, CC CPSU, whereas the Committee for State Security of the USSR could provide for their training, including the supply of appropriate documents [ID papers]. All expenses (including those borne by the Chilean comrades when traveling to Moscow and then back, their stay of up to 3 months in the USSR, and special equipment before traveling back) could be charged to the party budget.

This matter has been coordinated with the KGB of the USSR (namely, with Comrade S.K. Tsvigun).

Draft CC CPSU resolution is enclosed herewith.

Attention: Central Committee, Communist Party of the Soviet Union Dear Comrades:

Cadre-training, having people trained in clandestine techniques, has been of the essence for Party security in conditions of fascism.

In view of our needs, we hereby request that you render us your valuable assistance and help train 20 of our comrades in Moscow, sometime in 1980, 15 of whom will come from Chile.

As you know, we have been taking measures to enhance our Party leadership in this country. We request your assistance. Our estimates indicate that a total of 8 Party functionaries will be sent to and dispatched from Chile in 1980-81.

We are very grateful for the help you have provided; we feel sure that we count on further assistance.
