  1. [It is hereby resolved to] grant the request of the Communist Party of Chile and accommodate 20 CPC activists, for a term of up to three months, organize a course training in clandestine Party activities; also 8 CPC ranking officials (with 4 arriving from Chile and 4 being sent to that country as their replacements).
  2. The above-mentioned comrades shall be accommodated by the International Department and the Department of Internal Affairs, CC CPSU; their training, equipment, and ID _papers shall be the responsibility of the State Committee _for State Security. (See next page)

Re: Request of the CPC leadership

The leadership of the Communist Party of Chile (CPC) has requested that the CC of the CPSU receive and accommodate in the USSR (see enclosure) 20 CPC activists, for a term of up to three months, organize a course training in clandestine Party activities, and assist in the withdrawal from Chile of 4 underground Party leading members while sending there an equal number as replacement. Our Chilean friends request that the traveling expenses of the said CPC representatives be paid.

It is our opinion that the request of the CPC leadership should be granted; that the accommodation of the Chilean comrades should be entrusted to the International

Department and the Department of Administrative Affairs, CC CPSU, whereas their training, equipment, and the issuance of the required ID _ papers should be entrusted to the Committee _ for State Security.

All expenses involved in the travelling of the above-mentioned comrades from the country of residence to Moscow, and from Moscow to Chile, including living, equipment, foreign-exchange payroll, and other expenses in conjunction with the request of the CPC leadership, could be charged to the Party budget reserve [expense items]. This matter has been coordinated [agreed upon] with Comrade S.L Tsvigun, Deputy Chairman of the Committee for State Secuirty of the USSR.
