- The post of First Secretary, Assistant to the Ambassador for Administrative and Legal Affairs, shall be added to the table of organization of the Embassy of the USSR in the Republic of Nicaragua, thus adding one person to the foreign staff of the MFA of the USSR.
The Ministry of Finance of the USSR shall supply the MFA of the USSR with the required budget appropriations in terms of Soviet and foreign for the maintenance of the newly established post.
- The said post shall be occupied by an officer of the KGB of the USSR and the said officer shall be placed on the active reserve of the First Chief Directorate of the KGB of the USSR, and shall enjoy all the rights and privileges instituted for the staff of this reserve.

The Committee for State Security of the USSR (Comrade Andropov) proposes to add to the staff of the Embassy of the USSR in the Republic of Nicaragua the post of First Secretary, Assistant to the Ambassador for Administrative and Legal Affairs.
This post is meant to be occupied by an officer of the KGB of the USSR, who will be responsible for the security of Soviet institutions and nationals in Nicaragua.
This proposal is substantiated by the fact that the domestic political situation in the Republic of Nicaragua has dramatically aggravated over the past several years, with the rightist forces stepping up their subversive activities. In these conditions there is a possibility of hostile counterrevolutionary acts against the Embassy of the USSR and other Soviet institutions, and their staff.
The MAF [acronym for Ministry of Foreign Affairs] of the USSR (Comrade I.N. Zemskov) supports this proposal of the KGB of the USSR.
This matter has been coordinated with the International Department, CC CPSU (Comrade K.N. Buntents).

The domestic political situation in the Republic of Nicaragua has noticeably worsened of late, with the rightist forces stepping up their subversive activities. In these conditions there is a possibility of acts of terrorism and other hostile counterrevolutionary acts against the Embassy of the USSR, other Soviet institutions and their staff members.
In view of this and in order to upgrade security arrangements at the said Soviet institutions, Comrade Shlyapnikov, Ambassador of the USSR to the Republic of Nicaragua, and the rezidentura [undercover residency] of the KGB propose to add to the staff of the Embassy of the USSR in the Republic of Nicaragua the post of Assistant to the Ambassador for Administrative and Legal Affairs.
We believe it expedient to support this proposal and add to the staff of the Embassy of the USSR in the Republic of Nicaragua the post of Assistant to the Ambassador for Administrative and Legal Affairs, which post would be occupied by an officer of the KGB of the USSR, who would be responsible for security arrangements for the Soviet institutions and nationals in Nicaragua.
This matter has been coordinated with the MFA of the USSR (Comrade I.N. Zemskov).
Draft resolution of the CC CPSU and draft directive of the Council of Ministers of the USSR are enclosed herewith.
