RESOLUTION
Of the CPSU Central Committee Secretariat
Concerning the request of the Lebanese Communist Party leadership
1. Meet the request made by the leadership of LCP, and receive in the USSR in March 1976 for the period up to 3 months of three representatives of the LKP for preparation in organizing Party security.
2. Reception and care of the three Lebanese Communists will be placed on the Central Committee International Department and the Central Committee Department of Management of Affairs. Responsibility for organizing their training is to be placed on the Committee for State Security of the Council of Ministers [KGB].
The expenses of their stay in the USSR and their round trip from Beirut to Moscow and back are to be covered by the Party budget.

Concerning the request of the Lebanese Communist Party leadership
1. Meet the request made by the leadership of LCP, and receive in the USSR in March 1976 for the period up to 3 months of three representatives of LKP for training in the organization of Party security.
2. Reception and care of the three Lebanese Communists will be entrusted to the Central Committee International Department and the Central Committee Department of Management of Affairs. Responsibility for organizing their training is to be placed on the Committee for State Security of the Council of Ministers [KGB].
The expenses of their stay in the USSR and their round trip from Beirut to Moscow and back are to be covered by the Party budget.

Concerning the request of the Lebanese Communist Party leadership
Politburo member and Secretary of the Lebanese Communist Party Central Committee Nadim Abdel Samad has requested that three members of the LCP be received in the USSR in March 1976 for the period up to 3 months for the training in Party security (photography, cryptography, information, etc.) (encoded telegram of KGB from Beirut № 401, dated 10 March 1976).
The International Department considers it possible to satisfy the request of the LCP leadership. The reception and care of the three Lebanese Communists could be entrusted to the Central Committee International Department and the Central Committee Department of Management of Affairs and organisaation of their training and programme during their stay on the Committee for State Security of the Council of Ministers [KGB].
The expenses of their stay in the USSR and their round trip from Beirut to Moscow and back are to be covered by the Party budget.
This matter has been agreed with the Committee of State Security (Comrade Tsinev).
A draft of the CPSU Central Committee Resolution is attached.
