RESOLUTION

Re: Reception of two Syrian Communists in Moscow for the special studies.

  1. [It is hereby resolved to] grant the request of the leadership of the Syrian Communist party and to accept for the special-studies in Moscow of one representative of this party for the period up to two months for the instruction in the methods of secret work and another representative for the period of three months for the instruction in methods of special work with the documents.
  2. The accommodation, endowment, military training arrangements, translations, and travel expenses sustained by of two Syrian Communists shall be the responsibility of the KGB at the Council of Ministers of USSR.

Expenditures for travel of two Syrian comrades from Damascus to Moscow and back, and also for their stay in the Soviet Union to carry out of the budget of CP of Soviet Union.

Excerpt from Protocol [i.e., Minutes] #II §73gs of the Secretariat of the CC of the CPSU

Re: Reception of two Syrian Communists in Moscow for the special studies.

  1. ATTENTION

Comrade, obtained top secret documents, cannot neither give [for reading] nor acquaint with them anybody without special permission of CC

[central committee].

To copy or making extractions from [the text of] decisions [by cc], and also to refer to down the protocols and the decisions by CC in the open press or in the documents of Soviet, trade-union, Komsomol organs is forbidden.

Mark and date of acquaintance are done on each document personally by the comrade, to whom the document is addressed, and by means of its personal signature.

Re: Reception of two Syrian Communists in Moscow for the special studies.

The management of Syrian communist party has requested the CC CPSU to accept two representatives of this party for the special-studies in Moscow (encrypted telegrams of KGB from Damascus, special numbers № 948 and 949 dated May 18 of this year).

Earlier upon the request of our friends, it was consented to accept in Moscow of their representatives with the mentioned purpose (T -130/6gs , June 27, 1974). However, in view of conducting of a number of important party meetings, (IV congress, the celebration of 50th anniversary SKP and others) our friends could not send to Moscow their representatives at that time as they informed us in proper time.

We consider it expedient to satisfy the request of the management of Syrian communist party now and to accept their two representatives in Moscow: one representative of this party for the period up to two months for the instruction in the methods of secret work and another representative for the period of three months for the instruction in methods of special work with the documents.

The accommodation, endowment, military training arrangements, translations, and travel expenses sustained by of two Syrian Communists shall be the responsibility of the KGB at the Council of Ministers of USSR.
